Chennai : An Interactive Session with The Tamil Nadu Industrial Guidance & Export Promotion Bureau

IFCCI organized an Interactive session with The Tamil Nadu Industrial Guidance & Export Promotion Bureau in the presence of Dr. K.P Karthikeyan IAS, at Chennai on the 16th of October 2019

The Indo French Chamber of Commerce and Industry (IFCCI) organized an Interactive session with The Tamil Nadu Industrial Guidance & Export Promotion Bureau in the presence of Dr. K.P Karthikeyan IAS, at Chennai on the 16th of October 2019.

The session was commenced by our Regional Director (South) Mr Yohann Samuel who welcomed all the delegates present, followed by an overview of Indo French Economic relations presented by Mr Vivian MASSOT, Managing Director & Senior Economist, TAC Economics Services Pvt Ltd.

Few of the key areas addressed by Mr Vivian MASSOT were: -

Trade and Investment relations, Trade balance, Foreign Direct Investment.

Dr K.P Karthikeyan IAS, Executive Director Tamil Industrial Guidance and Export Promotion Bureau addressed the gathering and gave a presentation on Tamil Nadu as a destination, and the role of Tamil Nadu Industrial Guidance and Export Promotion Bureau wherein he explained in detail the following

Tamil Nadu as a land of abundant opportunities, Advantage Tamil Nadu, The emerging growth centres in the state and also about Water security in Tamil Nadu

The presentation was followed by an interactive session Moderated by Mr Alex Koshy Director - Advisory, SAS Partners Corporate Advisors wherein the delegates present at the event raised questions to Dr Karthikeyan IAS.

A collection of few key questions posed to Dr Karthikeyan at the event are

1. What are the development and modernization the government is focussing on, and how much are the French organizations and products playing a part in this?

Ans: Development and modernization focus by the government – the sectors the Govt is currently working on are public infrastructure, healthcare etc. An improvement in the transmission system – TN is a high production high consumption state. In health care TN is the best- Public health care, universal health care, organ transplants and blood banks. TN is hopeful of having health care cities, Skill development programmes and Aerospace and Defence.

2. How Bureau can help or guide Renewable Energy Sector in exporting engineering services and supply of equipment and material for turnkey projects?

Ans: Dr Karthikeyan said, “As of now there is no mechanism, but TN is evolving. The Government is working on it. And now we are getting a state level committee and we also have a plan of action”.

3. How the companies in trading (import and export included) or the companies who are not under the purview of MSME/ Large industries can still avail easy facilitation from the Bureau?

Ans: Bureau extends support to trading businesses. For the setting up they extend support, but however they do not take part in activities as the Government agencies have certain restrictions.

4. Is there any country specific benefits/tax incentives/that can be extended to French Origin Companies?

Ans: It cannot be given to any particular company as such. However, we do offer non fiscal additional benefits like resolving issues related to visas, FRRO support, If French nationals require support etc.

5. Can you explain how the incentive system works in India and what is the correlation between the centre and the state in offering incentives? What are the financial incentives available to investors in Tamil Nadu compared to other neighbouring states?

Ans: India is very Geographically diverse. Tamil Nadu has its own geographical advantages and cannot be compared with other states. Exporters prefer Tamil Nadu because of ports and air connectivity. The Government of India is going to come up with a broad policy. And certain fiscal and non-fiscal incentives can be offered.
