IFCCI Higher Education Committee Executive Breakfast Roundtable with KPMG in India

On 15 October 2026, the Indo-French Chamber of Commerce & Industry (IFCCI), under the aegis of its Higher Education Committee and in association with KPMG in India, convened an Executive Breakfast Roundtable with the Choose France Tour delegation of French higher education institutions in New Delhi.

The discussion was held on the theme “Unlocking India’s Higher Education Boom: Strategic Pathways for French Universities in a Global Learner Powerhouse”.

Ms. Payal S. Kanwar, Director General, IFCCI, delivered the opening remarks, welcoming the delegation and highlighting how higher education can strengthen the India-France strategic partnership.

Mr. Anish Mehta, Chartered Accountant, set the context for the discussion:

  • India’s Gross Enrolment Ratio stood at 30% in 2023-24, against a National Education Policy target of 50% by 2035
  • Reaching this target implies an estimated 3 crore additional enrolments
  • Tighter controls on international students in traditional study destinations, including Canada, the USA, the UK and Australia, are shifting student flows towards France, Germany and Japan

Mr. Ashish Maheshwari, Associate Partner, Education & Skilling sector, KPMG in India, led the session on student recruitment and mobility:

  • India and France aim to grow the number of Indian students in France from current base of 12,000 to 30,000 by 2030
  • Scholarships, post-study work options and a five-year Schengen visa for students completing a Master’s semester in France support this goal
  • The Choose France Tour brought 59 French universities to India, expanding this engagement across Mumbai, Pune, New Delhi and Bengaluru

Mr. Mehta then concluded the presentation with a segment on academic partnerships and local presence:

  • The way forward lies in a long-term India strategy, sustainable partnerships and collaboration with central and state governments
  • Entry models include joint and dual degrees, pathway programmes, Centres of Excellence and International Branch Campuses
  • Foreign institutions can establish campuses through the UGC regulations or the GIFT City framework

The session closed with a roundtable discussion and Q&A on institutional priorities and areas for collaboration in India.
